From a shape to the missing name
Outlines help you locate a council area; initials help you name it. GeoWizard’s Aberdeen City → North Lanarkshire attempt shows why these are separate problems.

Before: only Aberdeenshire is filled

The player has connected Aberdeen City to Aberdeenshire, but still needs a route south to North Lanarkshire. Guessing another familiar Scottish name at random would spend an attempt without resolving the gap.
After outlines: the borders appear, but names are still missing

The revealed borders make the remaining geography visible. If you can trace the route but cannot name the shapes, another geography guess is not the right next step: use the initials clue.
After initials: identify the final S… area

With Perth and Kinross guessed, the next gap shows S…. The player enters Stirling, which touches North Lanarkshire and finishes the route. The intermediate chain is Aberdeenshire → Perth and Kinross → Stirling.

The result confirms 3 guesses, minimum 3. The recording also shows all three hints used. This demonstrates a successful assisted solve; it is not evidence of an unaided play-test by dlewiki.
Apply this to your puzzle
If the initials button is disabled, first use the next-outline hint and then the all-outlines hint. Our current World Practice check confirmed that sequence; see the tested hint controls.
Check the current map before interpreting the letter: on a local map it names an area, not necessarily a country. Select the full name offered by the input and submit it. A letter alone does not establish adjacency; use the outline and both neighboring areas to confirm the fit.
